David A. Cooley President

David Cooley is President of the EEPB InnovaTax, LLC., which focusing on simplifying and deconstructing some of the most complex tax incentives available. Most specifically, he has an expert understanding of research, jobs, and energy tax incentives for the US, and by extension, correlated global tax structures. This is driven largely by his education, experience, and skills.

David's education is a major asset for developing these incentives. He has a Juris Doctorate (J.D.) from South Texas College of Law and a Legum Magister (LL.M.) in Intellectual Property from Washington University in St. Louis. This combination of legal understanding with an intellectual property focus is particularly useful when dealing with technology related incentives.

David has over fourteen years of experience defending claims all across the country. Initially focused on developing larger incentives, David has extensive experience with complex structures and tax frameworks, including directly developing credits for several Fortune 500 and 100 companies. In addition, David has spent over a decade defending claims across the nation, building a wealth of experience from managing complex teams of diverse and specialized personnel with an excellent record of success.

David has become exceptionally skilled with developing strategies and systems for creating and defending research credits, ranging up to tens of millions of dollars in a single application. This foundation ensures that he and his team are prepared to take action at each and every stage of development. In this regard, David is routinely invited to speak in CPE courses, conferences, and professional associations such as the Tax Executives Institute (TEI), among others, to share this expertise.

T. Brett Mach Director

Brett is a director with EEPB InnovaTAX, LLC., where he uses his knowledge of the R&D credit along with his experience with state and federal audits to help his clients obtain tax savings. Brett focuses on getting to know each client and not just their financial statements. His approach leads him to find his clients additional tax benefits by uncovering benefits in areas others might have missed.

Brett brings a diverse background to the R&D field having received a formal education covering finance, computer science, and psychology from Trinity University in addition to a law degree from South Texas College of Law. While at Trinity, Brett was selected as one of the students that managed a portion of the school's endowment utilizing financial analysis to guide investments. Later while at South Texas, while obtaining his Juris Doctorate (J.D.), he was active in the school's award-winning trial advocacy program placing nationally for his oratory acumen.

Licensed since 2007, Brett began his career in litigation before turning to tax law. Brett transitioned into tax law to work primarily in audits with state and local taxing authorities. This work allowed him the opportunity to work on litigation dealing with the R&D credit, specifically the credit's applicability to the reasonableness of compensation. The case, which resulted in a win for the taxpayer, was the first time a court had considered the reasonableness of compensation for the R&D credit.

Gisele Mascio Director

Gisele is a licensed attorney and Director of the firm's R&D Tax Credit and Texas Sales & Use Tax Exemption practice. Gisele joined the EEPB InnovaTax, LLC. team after several years of tax consulting experience at Big-4 and specialty tax firms. She has successfully implemented more than 150 federal and state R&D Tax Credit claims for private and public companies within various industries including energy and oilfield services; engineering, procurement and construction (EPC); aerospace and defense; chemical manufacturing and development; consumer electronics and medical device manufacturers; software; and technology. During her tenure in the Accounting Methods and Credit Services practice at KPMG, Gisele was instrumental in leading one of the largest R&D Tax Credit engagements in the country among Big 4 service providers at the time.

A native of south Texas, Gisele attended The University of Texas at Austin where she received a Bachelor of Journalism with Honors in 2006. Gisele later received her legal education and Juris Doctorate (J.D.) from South Texas College of Law. While in law school, Gisele was selected to serve as the Research and Teaching Assistant to her Legal Research and Writing Professor, whom she also assisted in publishing a number of law articles in journals across the country. Gisele also competed with the law school's award-winning Moot Court team and spent a summer abroad studying Legal Ethics and Professional Responsibility at Charles University in Prague, Czech Republic.

Gisele Mascio brings significant technical industry knowledge and project management experience, with a heavy emphasis on complex data analytics. Gisele enjoys the combination of business, technical and interpersonal dynamics involved in R&D tax credit engagements and works collaboratively and passionately with clients and their advisors to secure tax savings to support continued innovation in the U.S.

Michael B. Easley Senior Advisor

Michael B. Easley is a seasoned business consultant and entreprenuer. In Mike's prior 40-year career as a certified public accountant, he has assisted hundreds of entreprenuers in all facets of "a successful deal", including valuation, acquistion, disposition, due diligence, negotiation, family succession, and tax structure optimization. Mike is accredited nationally in both business valuation ("ABV") and Certified Financial Forensics ("CFF") by the American Institute of Certified Public Accountants.

His primary focus currently is assisting entrepreneurs and investors in the acquisition and / or sale of business and investment interests. As to sellers, this can include the pre-sale "grooming", valuation, marketing, tax optimization and negotiation of the disposition or merger of privately-held business interests. As to those seeking either active or semi-passive investment alternatives, Mike assists in the location of desired targets, their successful negotiation and resolution of many hurdles that accredited investors face in the acquisition of nonpublic business. Similarly, passive investment opportunities are available while simultaneously raising capital or leveraged funds needed for various privately funded concerns.

He is a 1975 honors graduate of Stephen F. Austin State University. Participating in several community charitable organizations, Mike takes an active role in Houston's future.

Larry F. McCrary Managing Director

Larry F. McCrary's prior 40+ year career as a certified public accountant includes assisting clients in investment banking, finanical disclosures, equity reorganizations and mergers and acquistions. Larry's industry exposure includes oil & gas, real estate and manufacturing.

Larry has an extensive background in SEC reporting as well as serving clients in the real estate, healthcare and financial services industries. More recently, he has developed expertise and written several articles for publication on the Sarbanes-Oxley Act of 2002, Section 404 compliance and reporting.

Larry began practicing public accounting more than 30 years ago, serving 17 of these years with KPMG of which he was a partner for seven years. He is a licensed Certified Public Accountant in Alabama, Florida and Texas, and he is a Certified Forensic Accountant and Fellow of the American College of Forensic Examiners.

His education includes an undergraduate degree in accounting from Auburn University and a Masters in Professional Accountancy from Georgia State University. Larry is a member of the American Institute of Certified Public Accountants and he has served on various committees of state societies of CPAs as well as taught courses for the Professional Development Institute, and for Executive Education Enterprises.

Larry has served as an adjunct professor at the University of Houston; co-authored articles published in the Journal of Commercial Bank Lending; and is the technical editor for a university textbook, Principles of Accounting.

Melvin "Bo" Brackendorff Senior Advisor

Bo is a Director with EEPB, and is a co-founder of the firm.

Bo specializes in tax, including compliance, planning and consulting. His experience and expertise primarily pertain to the oil & gas and real estate industries. In addition to his role as a Tax Director, Bo heads the firm's oil & gas outsource accounting group and the firm's research & development tax credit consulting group.

He graduated from The University of Texas in Austin in 1976, with a BBA in accounting. Bo is married, has four children, and is active in charitable and civic organizations. He enjoys running, cycling and traveling.

Steven Parkhill Senior Advisor

Steve, a founding member of EEPB, serves as Managing Director & President.

Steve began his accounting career with one of the largest local accounting firms in Houston, before co-founding EEPB in 1987.

Steve oversees the strategic direction of the firm while also working for clients in the healthcare, personal service and real estate industries. He specializes in improving operational profitability and providing accounting and practical tax solutions to complex situations. Under Steve's leadership, EEPB has developed a firm succession plan which includes a long-term vision and direction plan for the firm.

Steve currently serves on several boards including the Business Advisory Council of Goodwill Houston and as an officer on the executive board of DFK, International USA. Additionally, Steve is an active member of Houston's Convene Christian Business Owners.

A native of Huntsville, Texas, Steve graduated with honors from Sam Houston State University in 1977. He is a member of the AICPA and Texas Society of Public Accountants. When not working or spending time with his wife and three children, Steve enjoys golfing.

Dan Reid Chief Technology Officer

Dan Reid serves as chief technology officer and provides key decision support for global customer projects / enterprise architecture initiatives. Widely published in magazines such as Wall Street & Technology and CRO Magazine, Dan combines functional subject matter expertise with enterprise technical architecture experience to create solutions that focus on risk mitigation, business value, and ROI.

Prior to EEPB InnovaTax, LLC., Dan was President of COSM Solutions and VP of Credit Risk Solutions at ETRM provider Triple Point Technology (acquired by Welsh Carson in 2011.) Previously, he co-founded risk software provider ROME Corporation (acquired by Triple Point in 2008), where Dan held several roles including chief technical architect, CMO, and Managing Director of EMEA. Dan also served as Principal at consulting and strategy firm Luminant Worldwide (IPO'd in 1999). Since selling his first commercial program at the age of 14, he brings over 25 years of experience in the energy, financial, and telecommunications industries.

Mr. Reid holds a Bachelor of Science degree in Electrical Engineering / Computer Science from the University of Houston and patent #7571138: "Method, system and program for credit risk management utilizing credit limits".

Chris Watkins Senior Developer

Chris Watkins is a senior developer at EEPB InnovaTax where he uses his extensive experience in data modeling/analysis and programming to design and implement technical solutions that robustly meet client needs. Research science and energy are among the industries that Chris has spent time with over the course of his career.

Chris spent over a decade at Baylor College of Medicine where he was a Lead Scientific Programmer, overseeing and actively working on development of a global resource for genomic data, and is published in a number of peer reviewed scientific journals. He also brings experience working with both startups and established companies in a variety of fields.

Chris holds degrees from the University of Houston where he graduated with honors.
